Her Story
Andrea Jackson Barefield serves as the Council Member for District 1, where she has redefined local leadership by aligning economic growth with community well-being.
From securing the first bank in East Waco in decades to establishing the city’s first Diversity, Equity, and Inclusion framework, Andrea’s tenure is defined by promises kept and barriers broken. She has championed projects spanning generations, revitalizing historic landmarks like the Suspension Bridge while laying the groundwork for the future through initiatives such as the Bledsoe-Miller STEAM Center.
Whether advocating for a living wage for city staff or modernizing neighborhood infrastructure, Andrea remains dedicated to a Waco where prosperity is shared for all, and she’s only beginning.

✓ City Staff Wage Increase
Advocated for and successfully included a call for a $15/hr minimum wage for City staff in the FY 2021/2022 budget, ensuring that the people who serve our city can afford to live in it.
✓ Rev. Wilbert Austin Park
Completed the renovation and re-dedication of Rev. Wilbert Austin Park in East Waco, investing in the green spaces that serve as the heart of our neighborhoods.
✓ Cameron Park Expansion
Secured the purchase of 28 acres within Cameron Park in 2020. This stands as the largest single addition to the park in its history, preserving vital natural land for public use.
✓ Greenwood Cemetery Preservation
Led the renovation efforts for the historic Greenwood Cemetery, ensuring this sacred site is maintained with the dignity and respect it deserves.
Economy & Economic Opportunity
✓ First County CDFI
Allocated $50,000 to the McLennan County Investment Fund (MCIF) to create the county’s first Community Development Financial Institution (CDFI), a critical tool for expanding access to capital for underserved communities.
✓ Supporting Local Business Increased annual city funding to the Cen-Tex African American Chamber of Commerce from $68,000 to $125,000 over two years, directly strengthening the support network for local minority-owned businesses.
✓ Johnson Hall Redevelopment
Secured $50,000 for an engineering study to support the redevelopment of Johnson Hall on the Paul Quinn Campus, preserving a historic educational landmark.
Infrastructure & Public Safety
✓ J.H. Hines Sidewalk Project
Delivered a critical sidewalk project around J.H. Hines, improving pedestrian safety and accessibility in the immediate neighborhood.
✓ Neighborhood Street Repairs
Oversaw the completion of significant street work on more than 50 streets in the last two years, including specific improvements to Faulkner Lane and Garrison Street.
✓ Cottonbelt Bridge Design
Allocated $32,000 to conduct a conceptual design study on the Cottonbelt Bridge, exploring its potential conversion into a hike/bike pedestrian connection.
✓ Fire Department Modernization
Supported the order of 7 new fire apparatus and celebrated the Fire Department achieving ISO 1 (top-rated) status, ensuring world-class emergency response for residents.
