Andrea J. Barefield is a dedicated public servant, an accomplished policy executive, and a community builder committed to the vision of One Waco. First elected to the Waco City Council in 2018, Andrea is currently serving her fourth term representing District 1. Her leadership and commitment to collaboration have been recognized by her peers, who have twice selected her to serve as Mayor Pro Tem (2019 and 2025).

Experience That Matters

For Andrea, public service is driven by a singular mission: improving access to economic, educational, and housing opportunities for all residents. Her tenure is defined by tangible results, including securing over $2 billion in capital investments, creating nearly 4,000 jobs, and championing the Bledsoe-Miller STEAM Center—a landmark project connecting Waco’s youth to the future of technology and the arts.

Statewide & National Leadership

Andrea’s influence extends far beyond the city limits. She currently serves as President-Elect of the Texas Municipal League (TML), where she represents cities of all sizes across the state to strengthen local leadership and regional collaboration. Additionally, she serves as President of the Texas Association of Black City Council Members and holds a seat on the National League of Cities (NLC) Board of Directors and the 2026 Executive Committee. Through her work on the NLC’s REAL (Race, Equity, and Leadership) Council, she remains at the forefront of creating inclusive policies that leave no neighbor behind.

Professional Expertise & Innovation

Andrea brings a unique duality to her service: she is a policymaker with a business mindset. Beyond the council dais, she is the Principal of Barefield Impact Strategies, a strategic consulting firm she launched to help organizations and municipalities build equitable and sustainable impact. Previously, she served as a Client Services Manager for the Ardurra Group, where she gained deep expertise in connecting infrastructure, people, and progress.

Deep Roots, Active Service

A devoted community member, Andrea serves as Chair of the Prosper Waco Board and Vice President of the NAACP. She is a proud alum of the Texas Lyceum and an active member of both the Waco Central Texas Chapter of The Links, Incorporated, and the Waco Alumnae Chapter of Delta Sigma Theta Sorority, Incorporated.

Andrea is a graduate of Sam Houston State University, where she met her husband, Elijah. They have been happily married for 23 years and are the proud parents of two sons, Drew and Jaxon.

Andrea believes that when we build bridges, foster innovation, and prioritize our people, we build a better future. She is running to continue the work of making Waco a city of opportunity for everyone.
